Perhaps the soon-to-be vacant Bistro on the River building could be turned into a Seasonal Tourist office, and coffee shop/snackbar?

Turn the parking lot into a skating rink, where will people park? Convert parkland to parking, not a good idea.
Convert to tourist office who could find it? Get some one to operate on seasonal bassis like the refreshment stand at Pillette Dock.
