The centennial celebrations of 1954 were a big deal, and city wide celebrations were held.
This photo is dated September 2, 1954, and the caption on the back reads:

“Duchess of Kent, Mayor Reaume of Windsor, and Princess Alexandra stand to receive welcome by guest at banquet in Prince Edward Hotel.”

I’m surprised that Windsor didn’t have a sesquicentennial celebration in 2004.
BBS – back in 2002/2003 I brought that up to the powers that be…. I was told that too much emphasis and money had been spent in 1992 on the centennial (there’s still a rug in council chambers) of Windsor’s incorporation as a city.
That to celebrate the actual 150th anniversary of Windsor, would be too confusing for people.
So it was in the end duly ignored by everyone in the city.
Just found a Windsor Centennial flag. Wonder if anyone would be interested in it?
